Italian Social Defence The Italian social defence network has something that the Australian nonviolence network doesn't: money. Italian tax law allows individuals to nominate up to 1% of their taxable income out of their income tax towards a church or charitable organisation, and some of this is earmarked for social defence (for spending by the grassroots organisation, not the government). With tens of thousands of dollars, planning is essential. Interestingly, the Italian social defence movement's plan has many elements in common with the programme of action developed at the Australian nonviolence gathering earlier this year. For those who would like to find out more about the Italian social defence plan, a lengthy (11,000 word) report produced in January 1991 by the Secretariat of the Plan for the Nonviolent Defence of the Populace has recently been translated into English by Michael Arrighi.
